Read moreThe All-Black town of Taft began on land allotted to freedmen of the Creek Nation in eight miles west of Muskogee in Muskogee County. It was originally named Twine, for William H. Twine, and had a post office by 1902. Twine moved to Muskogee and edited the Muskogee Cimeter and the citizens voted to rename the town as Taft, for President William Howard Taft, who was then Secretary of War in the Theodore Roosevelt administration.

The felony document states that between January 2006 and December 2019, Rowe allegedly appropriated monies in excess of $2,500 but less than $15,000 that belonged to Hughes County Drug Court and had been entrusted to Rowe.
